Mandatory methodology for the management, funding and evaluation of support for research, development and innovation

The Mandatory methodology for the Management, Financing and Evaluation of Support for Research, Development and Innovation (the Mandatorry methodology) aims to unify the basic rules for the support of research, development and innovation. At the same time, these rules contribute to best practice in the EU.

Mandatory methodology:

  • Increases the use of evaluation of research, development and innovation projects by foreign evaluators. The aim is to improve the quality of project evaluation and reduce the risk of conflicts of interest.
  • Introduces a single project evaluation system focusing on three areas: project excellence, implementation and impact. The EU Framework Programme for Research and Innovation is the model for this approach.
  • Increases the predictability and coordination of support for research, development and innovation by introducing an preliminary funding plan.

The mandatory methodology is intended for all providers of public funding for the support of research, development and innovation in the form of non-repayable grants from the state budget, EU funds and the Recovery and Resilience Plan.

Who is not covered?
It does not apply to support provided in repayable form – loans, guarantees, risk financing and the combination of grants and repayable financing.

According to the National Strategy for Research, Development and Innovation 2030, the Research and Innovation Authority is responsible for the preparation of the Mndatory methodology.
